The businesses say some rules are too strict. For example, a wrecker would have to be licensed in Danville to tow cars there. To get that license, your business has to be in the city. Other parts, they say, would create unnecessary paperwork.
Jason Matthews of Sid's Towing says the proposal is over the top and unfair.
"It's restricting on what you can do," he said, "Some of this, I'm good for - keep everybody out, it means you're keeping business local - but is it right? No. If you want to use somebody in Champaign, you have the right to call somebody in Champaign."
The ordinance went before the Public Services Committee Tuesday. There, officials said it was just a draft based on a suggestion from Ald. Bill Black.
"I'm not after (towing businesses), I don't want to regulate (them,)" Black said, "I just had a specific concern about insurance and how city residents would know you were adequately insured to protect their vehicle."
Matthews says the city can already go online and find plenty of background information on local towing companies through the U.S. Department of Transportation.
"They're trying to say safety - they don't know what you already have to go through to have a tow truck or even be a tow truck operator," he said, "They're only adding to it and causing more paperwork and more strain in you."
Black says it's not an unreasonable demand for the city to have that information on file.
"I've worked in state government and I know sometimes the state doesn't follow through," he said, "If they have an insurance certificate, would it be a huge burden to make sure the city has a copy?"
Matthews says it's not just a burden, it's a lack of consideration.
"They put this together benefiting themselves, you know, this makes no sense whatsoever," he said.
Black's not on that committee and said Wednesday he hasn't seen a copy of the proposal. He says he expected to review the ordinance before it was presented. City officials say they will meet with Black before deciding what to do next.
